Healthcare RFP & Proposal Manager (Payer Sales)

About the Role
SafeRide Health is seeking a detail-oriented and proactive RFP / Proposal Manager & Writer to lead the end-to-end proposal lifecycle for high-impact healthcare payer opportunities. This critical role is responsible for managing the strategy, creation, and submission of responses to Medicare Advantage, Medicaid MCO, and state-sponsored Non-Emergency Medical Transportation (NEMT) RFPs.
You will collaborate cross-functionally with Sales, Product, Legal, Compliance, Network, and Operations teams to produce compelling, compliant, and differentiated proposals. The ideal candidate will have deep knowledge of the NEMT or healthcare payer space, strong project management skills, and a passion for using writing and storytelling to drive growth.
Key Responsibilities
- Lead full proposal lifecycle: intake, planning, writing, coordinating, submitting, and post-submission activities.
- Own all RFI/RFP/RFQ processes for Medicare Advantage, Medicaid MCOs, and state-level NEMT bids.
- Collaborate with sales leadership to define win themes and proposal strategy.
- Analyze and ensure alignment with RFP requirements, deadlines, and qualification criteria.
- Write and tailor proposal content to reflect SafeRide’s technical and operational capabilities.
- Coordinate with subject matter experts and legal/compliance to ensure regulatory accuracy.
- Manage and maintain an optimized proposal content library (past responses, metrics, case studies).
- Drive continuous improvement of proposal effectiveness, quality, and process efficiency.
- Use AI-based tools to improve content development and speed.
- Track and monitor relevant RFP opportunities across federal and state portals.
- Stay informed on changes in Medicare Advantage, Medicaid reform, and NEMT procurement trends.
Required Qualifications
- Bachelor’s degree in Business, Marketing, or related field.
- Exceptional writing and editing skills; able to distill complex topics clearly and persuasively.
- Strong project management and multitasking abilities.
- Experience working with health plans or healthcare payers.
- Knowledge of CMS, managed care, or transportation benefits.
- Familiarity with RFP platforms (e.g., Responsive/RFPIO) and Microsoft Office.
- Collaborative, deadline-driven, and process-oriented mindset.
Preferred Qualifications
- Master’s degree in relevant field.
- 5+ years of experience in RFP/proposal management or healthcare sales enablement.
- 2+ years supporting Medicare Advantage, Managed Medicaid, or state NEMT procurements.
- Demonstrated success in winning large-scale healthcare or government RFPs.
